What a use permit is for
The use permit confirms a building was constructed per its permit and may be used. It is requested for sales, mortgages and utility connections — but for older buildings the law provides substitute evidence.
What suffices at which age

The most common real-life case
A house from the sixties with no papers at all: the solution is the pre-1968 certificate plus registration in the cadastre and land registry. No legalization, no architect, no technical inspection — just proof of age and a survey report.
